Inner Mongolia's 2026 Employment and Livelihood Initiatives

640.png Employment is the foundation of people’s livelihood, the basis for income growth, and the key to development. In 2026, the human resources and social security departments of the autonomous region closely followed the "1571" work deployment of the Autonomous Region Party Committee. By deeply implementing the employment stabilization, capacity expansion, and quality improvement project, they fully promoted high-quality and full employment through stabilizing jobs, improving skills, promoting entrepreneurship, optimizing services, and strengthening security, thereby laying a solid livelihood foundation for economic and social development. As of the end of April, 67,100 new urban jobs had been created across the region, and the average surveyed urban unemployment rate for the first three months remained flat year-on-year, maintaining an overall stable employment situation.

Easing Corporate Burdens "This year, our company received 77,600 yuan in job stabilization refund funds. This 'timely rain' policy has greatly alleviated our financial pressure in paying employees' social security premiums and conducting training," said Song Zhao, head of Fuyou United Shengmu Dairy Co., Ltd., on May 18.

This year, the autonomous region's human resources and social security departments strengthened the support of employment stabilization policies. They continued to implement job stabilization refund policies, such as lowering work-related injury and unemployment insurance rates and providing skill improvement subsidies. By stepping up policy promotion and utilizing "exemption from application" (direct access) methods, 1.18 billion yuan in policy dividends were delivered "directly and quickly," helping enterprises stabilize and expand employment through a steady policy supply.

Expanding Employment Capacity At the same time, the employment-first policy mechanism was continuously refined, and the implementation plan for the autonomous region's employment stabilization, capacity expansion, and quality improvement project was issued. Focusing on stabilizing employment posts, expanding employment capacity, and improving employment quality, 18 measures were proposed. Starting from strengthening industrial and employment coordination, perfecting the human resources supply and demand matching mechanism, and improving the lifelong vocational skill training system, resource and industrial advantages were transformed into employment dividends and income growth drivers.

Implementing the job collection and release mechanism, the departments collaborated with industry sectors to collect and release 294,000 market-oriented jobs centered around key project construction, the development of new quality productive forces, and small, medium, and micro enterprises. They also released 24,000 policy-based jobs in party and government organs and public institutions, effectively broadening laborers' employment channels through policy supply and mechanism integration.

Skills Training and Entrepreneurship Support This year, the autonomous region's human resources and social security departments collaborated with industry sectors to deeply implement the "Skills Illuminate the Future" training action. They promoted a "four-in-one" project-based training model of "job demand + skills training + skills evaluation + employment service." Vocational skill training was carried out for 129,100 person-times in key fields such as advanced manufacturing, the digital economy, and livelihood services. Among them, subsidized training accounted for 33,800 person-times, enhancing laborers' employment competitiveness while "recharging and storing energy" for industrial development.

On May 14, Cheng Xiaodi, leader of the Cheng Xiaodi Entrepreneurship Guidance Studio in Hulunbuir City, traveled to New Barag Left Banner to provide guidance to a herdsmen tourism enterprise. Focusing on entrepreneurship basics learning and brand building during the two stages of the escort plan—"learning knowledge and getting policies" and "building experiences and planning for the long term"—he helped the enterprise break through development bottlenecks and improve operational efficiency. They launched a new round of the "Entrepreneurship Inner Mongolia Action," continuously strengthened the construction of entrepreneurship incubation carriers, built entrepreneurship incubation brands, and organized activities such as the "'Chuangxing Beijiang' (Innovation in the Northern Frontier) Entrepreneurship Service" and "Entrepreneurship Escort." They issued 334 million yuan in guaranteed loans for entrepreneurship and conducted entrepreneurship training for 11,800 people, striving to provide financial support and service guarantees for entrepreneurs to fully unleash the multiplier effect of entrepreneurship in driving employment.

Protecting Workers and Fostering Flow In addition, focusing on the occupational groups spawned by the platform economy, sharing economy, and gig economy, the region's human resources and social security departments have continuously strengthened the protection of the rights and interests of flexible employment and new employment form personnel. They issued a pilot plan, business handling rules, and collection management regulations for occupational injury protection for new employment form personnel, gradually rolling them out in 25 pilot enterprises across the region. They also implemented special actions to clean up and rectify the human resources market order and a year-long action to govern wage arrears, actively creating a fair and orderly employment environment and earnestly enhancing laborers' sense of employment security.

This year, targeting the uneven allocation of urban and rural human resources and the diverse employment needs of the masses, Xing'an Subdistrict in Songshan District, Chifeng City, established a "Corporate Job Demand List + Resident Job Seeking Intention List." They innovated the "Urban-Rural Labor Mutual Integration" model, actively built an urban-rural labor docking platform, and established the Chifeng "Xingxiangyue" Urban-Rural Labor Service Co., Ltd. They organized idle urban labor to go to the countryside to support agriculture and guided surplus rural labor to work in the city, cumulatively driving the two-way flow of urban and rural labor for 148 batches and 4,420 person-times, increasing residents' income by 529,000 yuan, and further broadening the income channels for urban and rural residents.

Grassroots and Digital Services Similarly, human resources and social security departments across the region continued to push public services down to the grassroots level, creating a 15-minute employment service circle. Relying on resources such as grassroots party and mass service centers, trade union stations, industrial parks, and universities, they built 192 new "doorstep" employment service stations integrating skills training, job docking, and flexible employment. Since 2024, a total of 1,244 have been built, allowing the masses to find employment opportunities, master income-increasing skills, and realize their entrepreneurial dreams right at their doorsteps.

At the same time, closely following the job-seeking and hiring needs of urban and rural laborers and employers, Inner Mongolia increased the frequency of recruitment service activities. Seizing the favorable opportunities of migrant workers returning home in large numbers before and after the Spring Festival and college students' winter vacations, they launched special service activities ahead of schedule, such as the 2026 "Spring Breeze Action" and "Spring Warmth for Migrant Workers." They held 1,596 online and offline recruitment activities that were "small and beautiful" and "specialized and precise" on campuses, in shopping malls, and at night markets, providing 579,600 job opportunities.

They also actively explored new models of digital employment services, promoting the application of the "Employment Inner Mongolia" platform. Through functions such as an AI assistant, "dual-list" matching of posts and personnel, and employment maps, they achieved one-click search and intelligent recommendation of post policies and service stations. They increased efforts in network recruitment and livestreaming recruitment, reducing the blindness of job seeking and enterprises' recruitment costs, and promoting the efficient docking of human resources supply and demand.
